PUPC is critical to the agreed EU Parliment and Council amandment in legislation on plastics carrier bags .

Exclusion plastic carrier bags from the provisions of Directive 94/62 / EC, which applies to packaging and packaging waste, gives  freedom to Member States in the development of national legislation on the use of bags, as well as freedom in restrictions on entering the bags intio the market. This results in a risk of such extreme measures as in Italy.
